Daytime vs Prime-time
It used to be that a half-hour prime-time show ran approx. 25 minutes minus commercials, but a daytime show ran 22 minutes. Even today, daytime series feature more minutes of advertising than prime-time series. Yuck.
This appears to be from a daytime show. The reason I think that is because of the very naked baby. This suggests it aired in a show in a time-slot when children couldn't watch (such as a soap opera). This is purely a guess, but a logical one.
